Description

Can institutional reforms contribute to sustainable peace in countries emerging from violent conflict? Many peacebuilding processes involve institutional reforms, for example in the form of constitutional reviews, decentralization process, and changes to electoral systems. The objective of such reforms is to (re)define the “rules of the game” for years to come. The international community has been funding such reforms to strengthen the legitimacy of state institutions and support good governance in conflict-affected contexts. While such efforts are still often promoted in a technocratic manner, experience has shown that institutional reform processes face many hurdles and do not necessarily produce satisfactory outcomes.

Objectives

- explore contemporary policy debates on institutional change, peace processes, and political transitions.
- hear experiences from local actors involved in institutional reform processes.
- reflect on current methodologies and approaches proposed by international actors.
- train your skills with practical exercises.
- exchange experiences and become part of a community of practice.

Moving beyond the purely technocratic approach, this course views institutional reforms as deeply political interventions, that are impacted by as well as impact the political-economic and socio-economic setup and dynamics of a country. The course introduces Political Economy Analysis (PEA) as an approach to inform the design and to analyze the outcomes of reforms. It explores the opportunities and risks that institutional reforms may pose to building peace in conflict-affected and post-conflict contexts.

This course is designed for:

- Policymakers, practitioners and academics from the peacebuilding and development communities who are engaged in governance, institutional change or peacebuilding.
